How to make a control file without .txt

I'm new in myrepoespace so i want to
Know how to make the control file because when i created a control file with text document on windows 7 starter and I delete the .txt it just stays .txt when i go to proprties and I can't Make it file that i have to open it with notepad i mean when i click on it its opens as .txt Any way if you know how help me
Because when I use thei iPhone (termina)l I got errors look the picture to see
And do I have a .app or .ipa I'm using .ipa application
