As promised, the updated ultrasn0w was just released into the wild by planetbeing. Like usual, the unlock allows a jailbroken iPhone 4 to be used on any supported carrier.
To get the updated unlock, add the “repo666.ultrasn0w.com“ repository to Cydia and search for “ultrasn0w”.
